Statistics

The Corrections Department of the Velocity Interoperability Network publishes statistics on the population and capacity of its establishments, on receptions, releases and recalls, on safety and on complaints. This first release records the position at establishment on 6 September 2026 and the activity of the transition period from 10 August to 5 September 2026, during which the establishments were operated under interim arrangements by member organisations.

The figures are drawn from the records of each establishment as transferred to the Department, reconciled against the warrants held. Figures for the transition period are provisional and will be revised in later releases where records are corrected. The Department will publish statistics quarterly, with the first full quarterly report covering the quarter ending 30 September 2026.

The population of each establishment is set out in the register of facilities on the Custody page. Occupancy stood at 78 per cent of operational capacity and 84 per cent of certified normal accommodation. The tables below analyse the population by legal status and by group.

Those on remand, 287 in all, were held at Eastfield Remand Centre: 263 men and 24 women, in separate units. Of the 759 sentenced persons, 168 were held in open conditions at Westbrook Resettlement Centre and the remainder in closed conditions. Percentages are rounded and may not sum to 100.

Activity during the transition. The activity recorded under the interim arrangements between 10 August and 5 September 2026 is shown below in two halves so that the series is continuous with the Department's own reporting.

Receptions from court and recalls together exceeded releases by 41 over the period, and the population rose accordingly from 1,005 on 10 August to 1,046 on 6 September. The rise in family visits in the second half of the period followed the publication of the interim visiting timetable on 22 August.

Safety and complaints. The figures below are for the transition period. Every use of force and every assault is recorded and reviewed by a manager within 24 hours; the count of assaults includes every incident so recorded, whether or not an injury resulted.

Of the 239 complaints received, 91 were upheld in whole or in part. The most frequent subjects were property (61 complaints), visits (48) and access to telephones (37). The average time to reply was 5.2 working days against the standard of seven. Complaints and their outcomes will be reported for each establishment from the first quarterly report.

Staffing. The staff who transferred to the Department with the establishments are shown below by function.

Staffing figures are headcount. The ratio of custody officers to persons held was one to 1.4 across the five establishments at establishment.

The next release, covering the quarter ending 30 September 2026, will be published in October 2026 and announced in the Newsroom. It will add completion rates for each programme, the proportion of persons released to settled accommodation and the results of the first inspection.
